Description
Implement adding OSDs by using the orchestration layer.
- Related to Feature #35448: mgr/dashboard: Add support for managing individual OSD settings/characteristics in the frontend added
As the dashboard cannot actually perform this task on remote OSD nodes without any support via an orchestration tool, I suggest to update this issue accordingly - we eventually want to be able to add OSDs, but it won't be via ceph-volume directly, but rather using the orchestration layer in the manager.
