closedmgr/dashboard: smart: smart data read out on down osd causes error popup

Description
Steps to reproduce:
1. Visit OSD page
2. click down OSD
Expected behavior:
Fail gracefully and consistent with other implementations: Show a notification panel inside the tab which explains that smart data cannot be retrieved when the OSD is down.
Ensure that trying to retrieve smart data from a different daemon does not work. If it works we should utilize the daemon instead of failing.

Yes it's a duplicate. I'd prefer to either keep this one or extend the other one with the information that it might be possible to retrieve smart data using another daemon and that this possibility should be ruled out first.
