mgr/dashboard: restored RBD image's name is incorrect if the new image name has non-ASCII characters

Description
Steps to reproduce:
- Create a RBD image, and move it to trash.
- Restore the RBD image from trash, enter a new name with non-ASCII characters. (e.g. `Tschüss`)
- The restored image's name is not correct. e.g. It's URL encoded.
Files
- Status changed from New to In Progress
- Assignee set to Kiefer Chang
- Status changed from In Progress to Fix Under Review
- Pull request ID set to 31590
- Status changed from Fix Under Review to Pending Backport
Is this needed in nautilus?
The PR that caused the problems hasn't been backported, so everything should work.

- Backport deleted (
nautilus)
Removing backport tags so the backport-create-issue script doesn't create backport issues until we know whether it needs backporting.
@Tiago I couldn't find any information on which PR or commit introduced this issue. Can you add it here?
