Description

In addition to managing the cluster-wide OSD flags as implemented in PR#21998 , the dashboard should also support a way to modify OSD-specific flags and characteristics, e.g. marking it "down", "out", "noout" etc, allow to pause/unpause it and for changing it's CRUSH weight.
