mgr/dashboard: Dashboard can't handle user editing when tenants are specified

Description
You can create users correctly, if you specify the tenant and username.
For instance if you create a user "tenant$user".
However, you can't edit this user at all after creation.
Log Message from RGW when trying to edit such a user:
RGW REST API failed request with status code 404 '{"Code":"NoSuchUser","RequestId":"tx000000000000000000179-005bc6fe64-1321dc1-default","HostId":"1321dc1-default-default"}'

Unclear if this is a dashboard issue or an RGW issue, rolling a dice and assigning to dashboard.

Smells like an encoding issue in the Dashboard REST API to me. Volker, can you please investigate?
