some osds are down when create a new pool and a new image of the pool (bluestore)

Description

After much Write IOs such as snapshot writing and PG splitting for cluster, to create a new pool and a new image of the pool will cause some osds are down, I find there are much Read IO in down osd whose cpu-usage are 100%.
In this case the objectstore is bluestore, and I never find this problem in cluster with filestore.
I also catch the result of 'IOSTAT', 'osd.log' and gbd stack when cpu-usage are 100%.
