Description
IIRC we talked about this in standup the other day, and this pull request (https://github.com/ceph/ceph/pull/9338) reminded me: let's remove the old cephfs CLI tool (src/cephfs.cc) that uses ioctls for setting layouts.
The message telling users the tool was deprecated was added in July 2014:

After the cephfs tool is dropped, mount.ceph will be the only thing remaining in the (deb-only) "ceph-fs-common" package.
The cephfs-data-scan, cephfs-journal-tool, and cephfs-table-tool utilies were placed in ceph-common, maybe we should move mount.ceph there, too, to align the deb packaging with rpm?
Then the ceph-fs-common package could be dropped.
(Agreed with merging "ceph-fs-common" into "ceph-common". I've never found an explanation for why that was its own package.)

In debian-land we have ceph-fs-common, which contains /usr/bin/cephfs
(deprecated, need to remove) and mount.ceph. In rpm-land they are part of the
main ceph package. I think we should just move mount.ceph into ceph-common and
kill ceph-fs-common for debian and be done with it
