on a vstart cluster with 3 osds, if I stop osd.2 and restart like:
./ceph-osd -i 2 -c ./ceph.conf --log-to-stderr --debug-ms=20 --debug-monc=20 --debug-osd=30 -d
I see this to stderr:

and then no more logging. but piles of ms logging etc. show up in the logfile.
Changing -f to -d doesn't help.
