I'm not sure this is something we should do. We attempt to schedule scrubs during periods of low disk usage, but if the scrub pushes us up over the threshold that doesn't mean we should stop. Perhaps we want to take an adjusted measure into account, but I think it's more appropriate to rely on our other scheduling improvements than to add something like this that can add arbitrary delays into what is already a slow and unpredictable process.
