active mgr crashes with segfault when running 'ceph osd purge'

Backport:
pacific quincy reef
Description
I initially reported this for Nautilus, however, I'm not sure what the current policy about "gardening" issues for old releases is. I wrote a note in the other ticket that looking at the code this issue is still present on the main branch.
As I can't edit my old ticket I'm adding this for good measure (without the intent to spam) with 18.0 as the affected version.
Please check details in https://tracker.ceph.com/issues/58215 and feel free to consider this a duplicate and change the "affected version" in the other issue.
I also added an updated PR for main.
