refuse to remove mon from the monmap if the mon is in quorum

Description

Before accepting to remove the mon when "ceph mon remove" is used, we must not acknowledge the request if the mon is part of the quorum.
This could be really destructive for no good reasons.

We could add our favorite confirmation flag if the mon is in quorum to force the deletion: --yes-i-really-mean-it, if not set and the mon is part of the quorum then fail.
