Description
The ServiceSpec (DriveGroup) sent from Dashboard is always managed, which means the spec is continuously applied by Orchestrator backends.
In some cases, this might not what users want: like new/spare disks are enrolled automatically.
We should allow the user to specify an unmanaged ServiceSpec.
An idea is to add a new checkbox and making a dg be unmanaged by default.

Currently, it's not possible to submit an unmanaged OSDSPec and create OSDs at the same time (cephadm).
Does it make sense to apply an unmanaged service at least once?
