Actually find pool limits

Description
DHO will create lots of buckets. With radosgw, bucket=pool=16 pgs (or 48 in-memory ones, due to replication across OSDs). Find out how many PGs an OSD can manage without consuming intolerable amounts of memory. Run radosbench and compare performance to a similar cluster with just a few pools.
The teuthology manypools task will create the pools and write objects to them (to ensure creation) for you.
