Background: http://collectd.org/
plugins are queried for information regularly (the term used is plugins "dispatch" numbers), they should ask e.g. the ceph monitors for the information at that time.
collectd does warning/alert thresholds itself, plugins don't need to "interpret" the numbers at all; that is, don't output "healthy" / "not healthy", output the reasons why you'd come to that conclusions.
