Ceph

Ugh, this has the exact same problem as libcephfs-java did; the package names differ. For whatever reason libcephfs_jni1 is already in the teuthology install task for RPM systems, but if we apply the same quick fix we did for libcephfs-java we'll need to put it in the Debian list and remove it from these ceph-qa-suite task definitions. That's irritating.
