rgw: reject writes to secondary zones

Description
Non-master zones are intended to be read-only. For disaster recovery, it may be useful to expose a secondary zone as read/write, but this could mean converting it to a master zone and removing the previous master zone. By default non-master zones should reject operations that modify data or metadata.
