tools: ceph-immutable-object-cache can start without root permission

Description
Normal user(not root) cannot start the read only cache daemon process.
(virtualenv) ceph@ceph-S2600WFT:~$ ceph-immutable-object-cache -f

Solution: chmod a+wrx /run/ceph/

The linked PR will fix the crashes but you will still need to provide an appropriate "immutable_object_cache_sock" and "immutable_object_cache_path" for the daemon to utilize.

While running with --resolve-parent, the script "backport-create-issue" noticed that all backports of this issue are in status "Resolved" or "Rejected".
