mgr/dashboard: rgw user details > field "System" always "Yes"

Description
The field "System" is always "Yes" even for non-system users.
The cause is the system field value is "true" or "false" string
and not boolean (which is required for BooleanTextPipe).
Nautilus:
- Always empty (blank) value is shown.
