mgr/dashboard: Error message when accessing Cluster >> Hosts

Description
When the user navigates to Cluster >> Hosts
and the payload from /api/host request contains a "tcmu-runner" service
(see attached payload)
then an error is shown: "Failed to load data."
The user is not able to see the list of hosts.
