rgw: use new encode/decode macros

Description
so we can safely revise encoding for the structures in a forward/backward compatible way
- Status changed from New to Resolved
- Status changed from Resolved to In Progress
- % Done changed from 0 to 80
we should add some semi-meaningful test instances for these objects, otherwise all looks good
- Status changed from In Progress to Resolved
- % Done changed from 80 to 100
- Project changed from Ceph to rgw
- Category deleted (

Bulk reassign of radosgw category to RGW project.
