mount.ceph: move from ceph-base to ceph-common and add symlink in /sbin for SUSE

Description

In RH+derivatives, /sbin is a symlink to /usr/sbin. In SUSE, it is a separate directory.

The spec file installs mount.ceph to /usr/sbin but does not, at present, create the symlink:

/usr/sbin/mount.ceph -> /sbin/mount.ceph

which of course is only needed in SUSE.

Also, on RPM systems the mount.ceph command is part of the ceph-base package, but it should be in ceph-common.
