multifs: infer client's target filesystem based on its auth caps

Description

Usually, if a client subscribes to unqualified "mdsmap", it'll get whichever filesystem is marked as the legacy filesystem.

When a client has auth caps that restrict it to access a particular filesystem, the mon should use that to work out which mdsmap to respond with. In those cases, it will avoid the need for any client-side configuration of what filesystem to mount.
