rgw fails to send IsTruncated on 'GET /bucket/' (list keys)

Description

Per the S3 API documentation, when the total number of items in the bucket exceeds max-keys (default: 1000), the response must contain "<IsTruncated>true</IsTruncated>". rgw on benjamin does not seem to be returning this.

Bucket had upwards of 1200 keys. See attached (sanitized) log snippet to confirm IsTruncated not set.
