this happens if the commit is pushed to the public repo before the tag is. you can force a rebuild from teh gitbuilder ui, click 'rebuild' next to the branch or tag

Yeah, except you can't always force rebuild from the UI. However, you can pervert the rebuild link by hand:
http://gitbuilder.sepia.ceph.com/gitbuilder-ceph-rpm-rhel6-5-amd64-basic/rebuild.cgi?log=<sha1 to rebuild>, which basically just removes the pass/ and fail/ links in the gitbuilder; then the next time around the loop, that ref/sha1 will be rebuilt

This happened for centos6 as well.
We've forced the sha1 (b5a67f0e1d15385bc0d60a6da6e7fc810bde6047) to rebuild for both centos6 and rhel 6.5.
