Description
RBD volume supports an option that localises reads to OSD via the mount command. This can be achieved by setting "OPERATION_LOCALIZE_READS" flag in the READ request to RADOS. Support the same feature for RGW in "RGWRados::Object::Read::read" in rgw_rados.cc. The rgw driver does set flags like "ALLOC_HINT_FLAG_INCOMPRESSIBLE" for RADOS in _do_write_meta(), so this is feasible option for RGW.

This is config option for RGW server, so all the read requests will send with read localise flag
