This looks similar to #58832 . Until we get all our dependent packages into EPEL 9, could you try enabling the Ceph el9 Copr?
dnf copr enable -y ceph/el9
Also, this bug report mentions python3-pecan, and that one is headed to EPEL 9 very soon https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2023-1cd214a46a

this was resolved by adding the missing dependencies to epel9, no backports are necessary
