Theoretically, the Prometheus configuration file cephadm creates already includes all alerting rules in `/etc/prometheus/alerting/`, but as files cannot simply be added there due to the nature of containers, cephadm needs to create them. For the users to able to provide custom alerts it is therefore necessary to extend cephadm by an option to add a custom alerting configuration file.
