Description
1. start a new terminal 2. use vstart.sh to launch a new cluster 3. export the shell vars as recommended by vstart.sh 4. stop the cluster 5. restart the cluster ceph-mgr should fail to start with the following message: monclient(hunting): handle_auth_bad_method server allowed_methods [2] but i only support [2] 6. stop the cluster 7. unset CEPH_KEYRING shell variable 8. restart the cluster this should progress to succeed

https://github.com/ceph/ceph/pull/44095 seems to have introduced this behavior and reverting that commit allows subsequent runs to start successfully.
