Description

Proposed approach is to introduce a flags extension to RGW's lifecycle configuration, that will be provided as a new <Flags/> child of the existing <Filter> XML in the configuration.

Syntax
Initially, "Archive" zone would be the only defined flag "ArchiveZone", but in future others could be given, separated by ",", ";", or whitespace.

Semantics
If a filter rule is marked as ArchiveZone, it shall only be executed in an ArchiveZone, and moreover, only rules marked ArchiveZone would be executed there.
