Description
When running ceph-volume without passing no osd_id and no osd_fsid, it crashes with the above error instead of showing the help/requesting the missing parameter.
- Has duplicate Bug #52340: ceph-volume: lvm activate: "tags" not defined added

Well ceph-volume shouldn't let you run the lvm activate subcommand without the osd_id and osd_fsid because those are mandatory parameters
