Description

Using

ceph-volume lvm activate --all --no-systemd

when trying using with the OSD id I get the following error:

[22:48:57] server1.place6:~# ceph-volume lvm activate 88 
-->  UnboundLocalError: local variable 'tags' referenced before assignment
[22:49:48] server1.place6:~#

I removed the systemd report, as it duplicates existing issue. Left this particular issue with the tags UnboundLocalError
