mgr/dashboard: enable RBD monitoring through the dashboard

Description

Monitoring of RBD images needs to manually be enabled using the CLI:

ceph config set mgr mgrprometheusrbd_stats_pools "pool1,pool2,poolN"

For convenience, the user should be able to do that from the dashboard. Because monitoring of RBD images is enabled on a per-pool basis, it might make sense to be able to set these options on the pools page. Though, users might find it more straightforward and convenient to do that from the RBD page.
