Description

once the bucket is deleted, it is not possible to cleanup any associated notifications.
this is visible also in the list of topic, as the generated topic for this notification is not cleared and cannot be deleted explicitly

in addition (and due to the same design):
when multiple notifications are created using the same topic, multiple topics with different names but with same ARN exists.
this is confusing when list of topics is fetched via boto3 or radosgw-admin
