Is this something we need to improve in ceph-volume?

I don't think so. The origin for this was the capabilities in ceph-ansible, where you could pre-populate disks with LV's and used them to created OSDs. However, that was a legacy approach prior to ceph-volume supporting batch osd deployments, so I don't think we should treat this tracker as a requirement. I've spoken to JuanMi, and the ceph-ansible folks and they concur.
