Description

ceph-volume blindly calls restorecon regardless if SELinux is enabled or not. To address this problem, ceph-volume should skip calling restorecon if selinuxenabled doesn't exist or if it returns a non-zero exit status which indicates that SElinux is disabled or that it is not available.

Further, it should still allow more granular control to skip the call to restorecon altogether, via en environment variable.
