api/lvm: check if list of LVs is empty

Description
The following code in api/lvm.py doesn't check if list is empty -
lvs = lvs if lvs is not None else Volumes()
I'll create PRs for backports as well.

- Backport set to nautilus, mimic

- Status changed from Pending Backport to Resolved
While running with --resolve-parent, the script "backport-create-issue" noticed that all backports of this issue are in status "Resolved" or "Rejected".
