mgr/dashboard: Warn the user when creating/editing pools without application tags

Description

When a pool without any application tag is created, the user might run into issues. For instance, if the user wants to create an RBD image on that pool, he/she won't be able to select it in the list of pools, as the RBD application tags is missing. If the users edits a pool where an RBD image has been created on, a Ceph warning will be shown (depending on the setting of `mon_warn_on_pool_no_app`).

The user shall be informated about that it is not recommended to create pools without any applications tags, or remove all applications tags off a pool, to prevent such situations.
