mgr/dashboard: RGW user "max. size" should be hidden when "user quota" is not enabled

Description
In the RGW user form, if I select "Enabled", unselect "Unlimited size/object" and then unselect "Enabled" again I end up with an inconsistency in the UI:
"Bucket quota" has the same problem.
