Can not rollback from 12.2.1 to 12.2.0 for CEPH_MON_FEATURE_INCOMPAT_LUMINOUS

Description

As 12.2.1 and higher version has mon feature CEPH_MON_FEATURE_INCOMPAT_LUMINOUS,we can not rollback from 12.2.1 to 12.2.0.We will find the err below in ceph-mon log:

-1 ERROR: on disk data includes unsupported features: compat={},rocompat={},rocompat={},incompat={9=luminous ondisk layout}
- error checking features: (1) Uperation not permitted

This feature is add in this patch:https://github.com/ceph/ceph/pull/17333/
What's more,there is CEPH_MON_FEATURE_INCOMPAT_MIMIC in MIMIC and CEPH_MON_FEATURE_INCOMPAT_NAUTILUS in NAUTILUS,it means we can not rollback from NAUTILUS to MIMIC.
Is this the original design intention?Or I understand wrong?
