[Also for argonaut] OSD dump detailed info about in progress ops

Description
syntax should be something along the lines of:
ceph tell osd <num> query_ops
Result should be a json formatted list of currently in progress ops along with relevant metadata.
We can also keep data about the last N slow requests on the OSD to allow easier debugging.
