Description

ceph-disk has the ability not to start the OSD service during the activation.
The following command can achieve that:

ceph-disk -v activate --mark-init none --no-start-daemon

This is particularly useful when running the activation in a container given that there is no systemd in the container.
ceph-volume should provide a similar functionality.
