I have build latest jewel:

$ ./ceph -v
*** DEVELOPER MODE: setting PATH, PYTHONPATH and LD_LIBRARY_PATH ***
ceph version 10.2.10-14-gcbaddae (cbaddaeed73b9d1efbd3eb750459e5024556b344)

and I am not able to reproduce this issue now in jewel latest -

# vumrao @ dell-per320-4 in ~/Projects/ceph/src on git:jewel x [23:16:29] 
$ ./radosgw-admin period update --commit

I am closing this one as can not reproduce.

FYI - I followed all the steps given in note-2.
