Description

In cases when throttler limits the cluster performance, it would be desireable to have the ability to change its max values, even if temporarily. Currently it's impossible to do without restarting the OSDs, which in many cases is simply unacceptable.
https://github.com/ceph/ceph/pull/13213 fixes this.
