The issue is fixed for both cmake and automake in PR #9831

The current plan is to set aside re-working civetweb to use NSS, but to fix the openssl library loading problem. This hasn't gone upstream yet, but will shortly. That change we'll want to backport, will update here as soon as a change goes to master.
