Description
prepare_new_pool calls lots of things that can put failure reasons into ss, but (the one-argument form of) it does not propagate that message back up to be added into the reply message as it should.

As discussed in IRC, no, that PR is only a test branch for diagnosing a monitor upgrade problem; really the error string needs to be passed back up to the reply message path, somehow.
