mds: change stray commit strategy to avoid rolling stray dir commits

Description

Once we commit a temporary item to the stray dir, we have to re-commit later (after purge) to make it go away, at which point we inevitably commit new temp items.

Instead, maybe a sequence of stray dirs so we try to avoid commiting new items when old ones are purged?
