Description

The userspace code is switching the OSDMap encoding format going forward, in particular prompted by what's needed for erasure coded pools. The kernel client needs to support this newer encoding system too.

I'm assigning it to myself to start with so I can keep the ticket updated (I'm anticipating some feature flag coalescing, if nothing else).
