RGW: Object restriping tool to fix large objects from argonaut.

Description
DHO needs a object restriping tool to read in the extremely large objects from argonaut and write them back into rados now that bobtail has object striping. They probably can't turn scrubs back on until this and the heartbeat work Sam is working on is completed (http://tracker.ceph.com/issues/5159).

Pushed implementation to wip-5170. It's built on top of bobtail. Adding the following commands to radosgw-admin:
$ radosgw-admin object rewrite --bucket=<bucket> --object=<object>
and
$ radosgw-admin bucket rewrite --bucket=<bucket> \
[--start-date=<start-date>] \
[--end-date=<end-date>] \
[--min-rewrite-size=<min-size>] \
[--max-rewrite-size=<max-size>]
date := YYYY-MM-DD[ hh:mm:ss]
