When starting vstart cluster with MGR=2 and later on you enable prometheus module,
each mgr tries to use default port, so you can see in dashboard:
MGR_MODULE_ERROR: Module 'prometheus' has failed: Timeout('Port 9283 not free on ::.',)

While running with --resolve-parent, the script "backport-create-issue" noticed that all backports of this issue are in status "Resolved" or "Rejected".
