rgw: adjust allowable bucket index shard counts for dynamic resharding

Description
Currently rgw dynamic resharding is almost unbounded. Yet we have evidence that more than 2000 shards can be problematic in some situations and we prefer their to be an odd number of bucket index shards. Allowing a maximum number of bucket index shards to be specified for dynamic resharding and favoring prime values would improve matters.
luminous is so close to EOL that I question whether it needs to be added here
